- Symmetric with PeeringNotificationKind at module scope; avoids
  future collision with unrelated trigger systems.
- subscribers field doc now explicit: undefined for inbound, present
  (possibly []) for outbound. Pins the response contract before Task 7
  implements the GET endpoint response shape.
